行政罚单.

在加州的 Santa Clara County 有一处房产. 后院有一条土路年久失修. 去年下大雨的时候更给冲出一个大洞. 于是找了几车土想给它垫平了. 结果县政府来给了一张罚单. 说是 "Grading without permit". 

想问一下这样的罚单有没有可以说理的地方. 如果要请律师的话, 是哪方面的?

如果只是一般的罚单也就认了. 各种罚款和费用加在一起要两万多. 有点不服气.
