请教： 我可以拒付这罚款吗?

我去年10月在加州的一家电话代理办了ATT的一年家庭计划。当时我要2条线，一条加州，一条宾州。 代理告诉我开户的时候不行，但我可以在开户后给ATT打电话要求换号码。当时还告诉我要是ATT不给换，就多打几次，一定会换的。
我12月打电话换了号码， ATT 要了我$25 换号费， 我也付了。 可昨天那家代理给我寄信说我违反合同， 罚了我$300。 我打电话去问，他们说我不可以换号码。 现在ATT罚了他们的钱，他们也要罚我。我告诉他们我付了ATT 换号费了， 他们告诉我他们罚我是应为我和他们的合同违约。
恶性的是还说什么$300 对我是小钱，ATT 罚他们更多，什么华人做生意难啊，当时不还送了你一部手机吗，$200 的手机只收你20的税钱 等等等等
我也懒得和她烦了，下面是合同的一部分,说我违约的是的二条。$300 块是我下个月的生活费，我可以拒付吗？这算不算欺诈？谢谢

The terms for this offer are for 1 year. An early termination fee will apply for termination prior to the expiration of the wireless service agreement. An early termination fee of $ 300 will apply for early termination of one-year plan. Customer may voluntarily choose to leave the plan prior to expiration, or the carrier may terminate the customer. The customer may choose the area code for plane numbers only in the given counties: Orange County, Los Angeles County, San Bernardino county, and Riverside County. A fee will apply for areas outside the given counties. (INITIAL)
