I am thinking of the two goals you mentioned. It would

be ideal to satisfy the two goals without using either of the tools, but I know it won't be that easy and it's a bit emotional to deal with.  I think I will make a better decision after a face to face talk with the animal control officer this Sunday.  Thank you so much for your help.  Now I fully understand the two tools in this case: civil court for money compensation only while the ticket for criminal court to take care of the dog issue.
