买房遇到无赖，恳求法律咨询！

本人在通过builder造新房，请了一个inspector做房检，到了时间他没来，打电话过去问说是把时间搞错了，最早要25分钟后到。我当时就很不开心，他的不守时让我对他的工作态度和能力产生怀疑。我不想把房检交给这样的人，我就让他别来了。我cancel这个service。结果他就要charge我$150的late cancellation fee。还打电话给title company让人家把这个charge放在我的closing document里，在close的时候charge我。我从头到尾都跟他们电话联系，从没有签过合同，也不知道有late cancellation charge 一说。他已经把$150的invoice发到我的电子邮箱。我该怎么办？谢谢指点！
