Any or all easements not shown on said final plat

Any or all easements not shown on said final plat shall be confined to within twenty (20) feet of all lot line. 

How do I interpret this sentence? Say my property line is 15 feet from my house. Does it mean the public can literally tear my house down for any easement as long as it is within 20 feet of my lot line? just hypothetically speaking...
