Car insurance

Pet is property, just like any property being hit by a car.  However, you have contributory negligence by letting dog loose, so you probably won't get paid.

Pet is not same to small children.  If you somehow let the small children run loose on the street and hit by a car, chances are the driver would be responsible for all the damage.
