Unemployment benefit 申请晚了

我去年3月因老公工作调动，我辞职，一直没找工作，2015年11月开始找。才有朋友告知可以申请UNEMPLOYMENT BENEFIT, 可是被拒。原因如下： based on the informaton shown above, you are ineligible for benefits because at least 49.5% of your qualifyin wages were not paisd to you outside the calendar quarter in which yu hadthe highest eages. 

 

我不明白是什么意思，我可以APPEAL 吗？ 有什么建议。
