请教 老猫和其他有经验的人 22101 ticket

我在一条专门左转的线转入我要进的街道，一个block later，被前方路口等着的警察拦下（那里已有另
2辆车被叫停正在开罚单）。警察说在7:00am and 9:00am之间“cannot turn into this street". 我当时很诧异，认为自己可能错过了sign。得了22101 ticket. 回到家后我不认为我看到了这个sign. 我又回到那里，的的确确没有这个sign。但在反方向，有不能在这个时间段右转的sign. 但的确没有限制左转的sign. 请问这是一个合理的ticket吗？ ticket 上的court date 是五月，我可以要求提前 to contest it 吗？我很confuse why the policy didn't ask me which way I came from?  我已拍了所有照片，和我的确是左转的证据。(The policy car was 1 block away and it's was downhill, they couldn't see which direction the car made the turn, I really think they should asked me first). I live in California.
