Auto Accident

妻上月车祸，sedan 的 驾车人处被对方碰坏。

She only has Geico Liability Insurance. the other party is with American Family Insurance.

She thinks the third party holds 100% fault for the accident, but turns out AFI only wants to pay her 60% of the total evaluation with cheque after their estimation and demanded she should get collision payment from her own Insurance company Geico after like $500 deduction.  But she doesn't have Comprehensive Insurance.

Can she appeal to their decision? to where? Does she need a traffic lawyer if she disagree the decision?

BTW, we are in IL.
