If none of you are U.S. citizen, you will not be qualify for international adoption.
It takes about several months for USCIS to investigate and process your application for international adoption (Your agent will help you with this process). As long as you are qualify, they will notify you and U.S. Embassy in Guangzhou for your approval. Then you need to bring your adopted child to Guangzhou for an oath. (Your adoption agent will make the appointment for you.) I don't think you need to wait for 配额 for adoption.
3.你朋友从申请到领到孩子只11个月.一般好象要两年左右?
If you and/or your spouse were/was born in China (include Hong Kong, Macau, not sure about Taiwan), the waiting period in CCAA is much shorter. The whole process is about 1 year (U.S. citizen but born in China only.)

(Adoption agent charged $500+ for application and classes, $2500+ for homestudy, $2000+ for document translating and contacting with CCAA and its following services.
