As far as I know, it is extremely difficult to get rid of the liability of student loan. I do not think the bankruptcy petition is only limited to American citizen or green card holder. But once you file the petition, your creditors may restrain your freedom of leaving the US, if they can prove your departure will seriously jeapordize the likelihood of paying off your debt.
