医疗保险

请问
我申请弟弟一家来美。 他们刚来还没有收入。 现在急需办医疗保险。  有卖保险的经纪人说他们可以买低收入保险 。保险为低收入设置的保险 。 这会影响到担保人吗 ？  多谢
