不同城市管理方式不同。有的城市有address office, 找他们问。有的城市没有这个部门， 找planning / building / zoning department. If the number you mentioned is not a building or house number, but a unit or suite number inside a buildind, you may check with the developer or the facility management first before you contact the city hall.
