请教医疗账单如何negotiate for less amount. 谢谢！

去年九月一个礼拜日因为牙疼受不住 去了ER,  而那个physician其实就拿工具敲了几下，什么都没做。 而且我记得后来医院给了一个账单300多，我认了，付钱。 没想到现在又受到一个 声称是来自emergency physician的账单600多刀。 请问可否和他negotiate一下价钱？ 如果可以，砍下多少合适呢？  谢谢！
