问题一：Tucson有county court和city court，前者county court的惯例是认罪才可以参加diversion，这是否意味着即使参加了diversion，还是有个criminal record？

问题二：city court则可以请求Preplea diversion，提供完成diversion的证明后可以dismiss the charge。
我的属于city court，如果期望获得Preplea diversion的处罚，下列A或B哪个情况是正确的：
A.只能在第一次提讯（arraignment）之前就向DA请求，如在arraignment时说了“not guilty”，案子将进入第二阶段，就不可以再提Preplea diversion的要求了？
B.在第一次提讯之前或之后都可以请求参加Preplea diversion？（假如B是正确答案，那在arraignment之前或之后请求Preplea diversion，能否获得批准的概率是有区别吗？）

What does it mean if the charge is dismissed?
It means the City or County has decided not to proceed with its case against you. It means that if you are asked on any application whether you have ever been convicted of a crime, you can answer "no." However, the fact that you were charged with a crime will remain in your records, and there may be occasions when you will have to explain that.
