Dispute with my landlord

I am having a dispute with my landlord. Please give me some advise. Here's the story. I moved into a place where I lived for five days because the dogs of the landlord turned out to be ferocious. But they were calm when the landlord was around, and before I moved in the landlady told me that the dogs don't bother people, until the morning after the day I moved in the dogs kept me from leaving the house, they wouldn't let go of my legs and pants. Another tenant had to come down and rescue me. I paid the LL rent and deposite(a month's rent) and now he wants to keep a month of my rent and his advertisement money, I don't feel this is fair because I moved because of their dogs and I have loss on my part too. The amount of money involved is not large so I don't think it is worth the time and effort to find a lawyer and bring the landlord to court. Please let me know if I am right and what department I should go to seeking for help.
