具体你能否在中国领养，我不知道。你这个身份领养孩子后，短期内无法把孩子领来。

没有绿卡公民，把孩子办来美国的唯一的途径是你为了孩子回国住两年再往美国跑，

I told you about Immediate Relative Adoption.  You need to establish "immediate relative" status with the child, which means adopt him/her in China, and have physical custody of him/her (living together) for two years.

Only then you can explore how he/she can come to US under your whatever visa, H4 under H1B or F2 under F1, just like your biological child.
