根据ＲＯＴＨ　ＩＲＡ　的规则，　本金提取应不用交税。　我还没找到ＩＲＳ的正式文件。
必须请ｔａｘ　ｌａｗｙｅｒ　吗，　如果我决定　ｆｉｌｅ　ａ　ｐｅｔｉｔｉｏｎ.　

另外，　是否交$１９００　比上ｔａｘ　ｃｏｕｒｔ　要费用低？　有什么后果？
