Ophthalmologist vs. Optician

We went to see an Ophthalmologist in New Jersey in respond to a local Chinese newspaper's ads. When we finished the examination and found out that she is not a medical doctor but an optician. We feel that she is dishonest and puts an misleading ad. Can we report such case to any consumer organization?
