T字形路口的stop sign

益州有规定 within 30feet of stop sign can't park. is it specify ongoing traffic? the reason is your car can block the view of driver's when they reach stop sign. the violation code is 0964100G

Stop sign is 25 cm behind my car.
 
Is the law require both sides of the stop sign or traffic signal, you can't park withing 30 feet?

BTW, 30 feet is 9.15 meter, which is 2 Honda CRV or 2 Toyota RAV4.
