They might want to minimize their payout and find a solution.

If you write letter yourself, please limit yourself to the facts and do not speak too much about the law and future legal action. The important thing is to inform your neighbor officially of the dangerous condition of the tree. As to who sues what, that's the issue for another day.

You can do email, regular mail, but lawyer would use registered/certified mail that requires a signature.

Alternatively, you can consult a lawyer and ask him how he could help.
