Wrong. HOA has a physical address, it is just that somehow it is not registered properly. It is a paperwork issue, not that the HOA is a fraud.

Are you sure HOA did nothing? Who clean the building? Who cut the grass? Do not just make up something in your head, you have to face reality, otherwise you can be diagnosed as a mental patient.
