says if a person is standing or approaching the crosswalk, no matter it has a stop sign or traffic light, the incoming traffic has to stop to let the person go through first completely, then drive across.

the fact is in many crosswalks in Chicago, people are waiting at the bus line or chatting at roadside, they somehow only stand by at the crosswalk.

I don't remember there is any pedestrian at or near the crosswalk that day because it is almost 12 at noon. the ticket said the incident occurred address is in the middle of the road passed the crosswalk at a store front.
I am not dumb to hit a pedestrian when they try to pass, but it is also dangerous for the driver to take his eyes off the road to see if someone is about to emerge from behind a telephone pole.

the law also says " No pedestrian shall suddenly leave a curb or other place of safety and walk or run into the path of a vehicle which is so close that is impossible for the driver to yield. "
