OPT is full time, doesn't say it has to be 40 hrs.

They could reduce administrative hours during your teaching period in order to keep your working hours within 40 hr/wk. This training manual says OPT is 20 hrs to "full time". There is no definition of full time in the document.

And better, talk to an immigration attorney. Whatever your highlighted document is not trustworthy, and amateurish. You need to project your image to your employer as a professional, and not a penny pinching immigrant. Be a professional.
