亲戚家小孩过继问题，请教多谢

老公背着我跟他姐商量把她家14岁上国内初一小女孩过继给我们来美上学的事。我们没小孩，他姐姐姐夫都在中国就一小孩。

我心里不可能同意但想知道这事符合美国法律吗？
