You have to know where they are. China did not sign Hague Convention for international child abduction. There is no reciprocal agreement between China and US government regarding international child abduction. It would be extremely difficult to enforce any China law here in the US. Your friend should talk to a local attorney there in China to find out how to enforce China custody order there and if there is any way to find the child through other routes, such as diplomatic ones.
