请单身老猫和法居士给解释解释,困惑中~~

我在纽约居住。今天公寓(不是私人房东,是某家公司下分布在纽约有不少公寓统一归他们管理的那种正规公寓)的工人挨家说要安装个Carbon monoxide detector。因为一向公寓每年检查暖气管子线路等维修都做,所以当时没多问工人很快装上了,然后我在表格上签字。(就是一张写着门牌号和居民名字的表,我看不少人在家的都签字了)
工人又去敲另外人家门,我拿着他留下的公寓总公司的通知觉得不甚明白,于是赶快出门。正好看见公寓的super,我问他是否楼里每户居民都必须安装,他说是,说是NY的law.我问他通知上写的25元是怎么回事,他说可以1年付清,可以每月付couple bucks,也可以一次付清。我当时没想到太多的,事就这么过去了。
进屋后又仔细看通知,又想了想,觉得不很合理。请你看看下面我抄的通知:


Dear tenant:
We have recently installed a carbon monoxide detector(s) in your apartment in accordance with New York City law(Local Law 7 of 2004) effective November1,2004.
(这下2段为“废话”和我问的问题没关系)Carbon monoxide is a colorless, odorless,tasteless and toxic gas that is totally undetectable by human senses. Many people are killed each year by accidental carbon monoxide poisoning.Properly working and installed carbon monoxide alarms can provide an early warning, before deadly gases build up to dangerous levels.
If your CO alarm goes off, stay calm. Most situation resulting in activation of CO alarms are not life threatening, but an early warning of a potential problem.
>ventilate the house or dwelling space
>check to see if any member of the household including pets is experiencing flu-like symptoms
>call 911 and evacuate the household to a safe location ("废话结束)
Pursuant to section 27-2046.1 of the administrative code of the New York city, occupants of an apartment in whih a CO alarm(s) had been installed must reimburse the owner of the apartment in the amount of $25.00 per device for the cost of such work. occupants have one year from the date of installation to make the reimbursement.
occupants are also responsible for maintaining the CO alarm(s) in good repair and must replace any alarm that is stolen, removed, missing or rendered imoperable during occupancy. occupants must also reimburse owners $25.00 within one year from the date of installation if an alarm is replaced as a rusult of occupant's failure to maintain the alarm or if the alarm has been removed or damaged.
那detector权且不说值不值25元。我觉得按照通知写的,自今天安装起1年内交给公寓25元(算他们的安装费)。而且如果中间要是丢了,坏了再请他们安装还要再在那1年内再交25元,而且如果坏了丢了的话居民还必须要申请更换新的。
我觉得很不合理。
因为一般说公寓里水管子烤箱等如果归属公寓所有的,一般更换和维护是不需要居民出钱的,而且公寓有义务维修。象这个alarm既然要求每家出25元,那么就应该属于是居民所有了(因为的确这小东西怎么看也不值得25元)
那么假如说我搬家走了,这东西仍然属于公寓,下一个住户搬家进来,他们再收人家25元那么以此类推,岂不是靠这个公寓就利滚利下去了吗?如果不再收人家25元,那么我们交了钱,但是东西却归公寓所有,岂不是不合理吗?(虽然说25元不是什么事,但是我读他们的通知怎么读怎么觉得这根本不合理)
因为目前没涉及要搬家,所以我想即便打到人家总公司给出这么多假设人家也不会给什么答复,而且即便现在给了,空口无凭的,等日后我搬家时也得再重新问。不过我想请问下这到底以后该怎么解决?
