From my personal experience with my own expunged arrest record, this is a balancing test: [the likelihood of them finding out your past record if you said no] v. [the likelihood of them retracting offer if you answer yes].
If the university has a high likelihood of finding out your record via the previous job that rejected you, and if you believe that the uni will listen to your explanation, then answer Yes.
However, if you think that the university doesn't have the resources and capability to find out about your arrest, and that they are very strict about arrest records in hiring, then answer No.
