I see, Then you should push the landlord, show him the move-in check list, and ask that if he really meant what he promised,  you willl mark the missing screen of living room in the check list, and mark that he agree to fix it before xxx date. so you have a written agreement.
Or if you are handy, ask him if you can install by yourself, and he pays the materials. you can go homedepot to buy screen and screen-window borders (less than $20), and a tool ($7-10), and make a customer-sized screen window by yourself. give him the receipt. Usually landlord agree that.
