Parking tickets are issued to the car, not person. Parking tickets are not criminal offenses in California but most cities will report unpaid parking tickets to the DMV, which in turn will issue a hold on your registration, such that you will not be able to renew your registration unless you pay the tickets plus penalties. Some cities will also impound your car if you have a number of unpaid parking tickets.
