bring 30K cash to US,

My mom will come to join us permanently (she just gets her greencard). She plans to bring about $30K cash with her and it all legally came from her salary. I know if there is over $10K cash, you need to declare. My question is whether the $30K will be taxed by IRS? She will have no income in US and that money is her future living expense. Thanks.
