You are right! That is just my friend worried about it. But that commissioner had a trouble before, she was investigated by some Judge asked her to fix his wife trafic ticket from $600 to drop $200. On the other hand, my friend did not want to give up, may be she will seeking for the help from human rights groups outside too.
