FL-140上的话：
Both the preliminary and the final declaration of disclosure must be served on the other party with certain exceptions. Neither disclosure is filed with the court. A declaration stating service was made of the final declaration of disclosure must be filed with the court (see FL-141)
这里说final dod是必须的。
A preliminary declaration of disclosure but not a final declaration of disclosure is required in the case of a summary dissolution(family code 2109), or in a default judgement(family code 2110), provided the default is not a stipulated judgement or a judgetment based upon a married settlement agreement.
这里说如果是default with agreement，则preliminary不是必须的。
但"How do you do your own divoice in California"，ch14，declaration of disclosure又说：
Waiver of Final Disclosure: ..., If there's an agreement, both party can mutually agree to waive it using form FL-144.
这里说达成协议的话，dod可以免掉。这不是和FL-140的话矛盾吗？
