New Air Conditioner stays 80F recently, where to complain hoem b

I bought my current home for 9 months from builder directly. This is my first time to use AC. Now our home stays 80F all day long while AC keeps running. I complianed to my home builder (AC under 2 years waranttee). They told me their warantee ensures only that my room temperature is 15F lower than outside temperature (recently outside is around 98F highest), they told me I ahve very efficient AC since our room temperature is 80F.

Could any one tell me where is VA state I could complain the hoem builder? Any legal processure or guideline?
