对离境的外国人怎么执法罚款

各位看官，请教请教。

我亲戚的小孩（26岁）开我租的车停牌未停在LA被照了像。罚单寄给我，$500 还要扣点数。我发传真申述说相片不是我 ，现在罚单转到亲戚的小孩名下。可是小孩已经读完书回中国了。现在还要交罚款吗？不交有什么后果呢？对离境的外国人怎么执法呢？小孩以后还有可能来美国旅游。
