ITIN - seems IRS no longer

seems IRS no longer issues ITIN to visiting parants.
looks like we have to file our tax return with W7 form for parants altogather to a location specified on W7 form.

meaning there would be no separate ITIN issued before the tax returns are filed.

folks, is this correct? this must be new if it is correct.
