The standard way to deal with bad food in restaurant is following.
As soon as you find the food is bad (or badly cooked) inform
the waiter. If the waiter doesn't make effort to correct it,
informe the owner. If the owner doesn't care, make as much noise about
the bad food as possible and make sure everyone in the restaurant
know about your problem with food. Then inform the owner that you
would refuse to pay for the food. In your case, if the owner calls
the police, you can file a complaint at the same time with the police
about unhealth food. If the police asks you to pay for the food,
then pay for it. With the formal complaint, it would cost the
restaurant much more than a meal. Therefore at some point
in the sequence of events, the owner would back off.

A important point, you give up your right of complaint if you eat
a sizeable portion of the meal!
