探亲母亲因病去看急诊室,现收到帐单,该如何处理. 可否拒付?会影响下次签证吗?

Hi,

My mother was sick and I called local hospistal and let them know she is visiting me from china and has no insurance. the person who answered my phone said she can come for emergency room and can apply for government free medical program and don't need to pay fees. So I brought my mom to the hospital and they checked her urine and gave her antibiotic. Then I asked about the program and somebody in the hospital said she is not eligible for the government medicare(mass health) since she will be back to her country. I argued with her and told her before she viisted the emergency room, another person said she can come and apply for the mass health. now I have received a big bill $700 for the visiting. Can I just ignore the medical bill ? will it affect my mom's next visit?
