Since you mentioned about the tax issue, I guess I can claim her as my depedent when I file the tax.

 But do I have to establish a guardianship relationship with her before I apply for the tax ID and keeping her under my health/dental insurance?

-Your adoption document is enough for proof of the guardianship relationship.

 Can I claim her for the year of 2011 tax return?

-Depends on how long she has been here to live with you, and if > 6 months, then OK. But you need to have her tax ID to claim the tax benefits.
