I was in a similar boat with my dog and HOA. I think 知福惜福 and Cybercat's suggestions are very good. I think there are several things you can do:

1. Emphasize that the small dog was off leash, what your dog did was self-defense.

2. Holiday is here, you can give the other families some gifts and tell them that you are willing to do anything to keep your dog: take him to training classes, muzzle him while outside... I think the goal is to keep your dog with you.
