-Unfortunately, it is true. Your child had better get a B2 visa in Canada or Mexico or other country to enter US, then stay in US for about three months (in case USCIS think he/she has the immigration intent before he/she enter US using B2 visa) and the file I-485 with your I-130 filing. You can not file I-130 before your child reenter US using B2 visa (immigration intent will make your child difficult to get the B2 visa and enter US).
