how do I force a court hearing

I recently recieved letter from local housing department which ask me to vacant the house because illegal roomong rental which is not true, I will go talk to them tomorrow,

my question is

if I can not settle this matter with them, how can I force a court hearing?

does anyone have such experience to share?
