There is a difference.  I need the insurance investigation to make sure I am paying the right repair.  By doing that, that guy has control whether to get his repaired paid by the insurance.  I just don't think he is decent enough to leave it to me after the insurance investigation.

Meanwhile, over 50% of the repair on his quote has nothing to do with my car. I only caused the scratch in the first photo (on the plastic part).  It is very different from the collision you described.  In this case, it's a light tough ("rub) when my car speed was lower than 3mph.
