another question about international students in sports

My nephew is living with us when pursuing high school studies. We encouraged him to participate in the cross country team. His coach and team members are very nice and he loves it. However, there is a law in our state, saying international students could not participate in any competition. His high school gave him a permission for practice and other events.

Is there anyway we could appearl or do something? He is not super good at running and we do not expect him to get other benefits besides the sense of belongs. He is holding a F1 visa and we have green cards. My wife asked him to adopt him... he said OK... but he is already 16 years old.

Any suggestion?
