应该找association, 还是insurance conmpany来支付更换地板费用。还是就自己付了。

Twonhome 的crawl space 有渗漏近一年。association 派人来了许多次， 也做了各种措施，但都没能解决问题。最终发现是foundation wall crack。association已经支付补漏的费用。 但由于长期积水，地板都损坏了，也有mold的迹象, 所以要更换损坏的部分。 估计要$2-3K。。Association的人认为地板不是他们的责任，我应该通过我的保险公司。但打去保险公司allstate agent。agent 说损坏是由于地下室渗漏，not weather related(say flooding),所以不是他们的责任. 而且我的deductible 是1K，claim 后我每年的premium要有50-100% increase, 所以不建议我claim。

我的问题是，我应该找association, 还是insurance conmpany来支付更换地板费用。还是就自己付了。我个人觉得应该是association的责任。因为由于他们没能及时诊断及维修foundation wall crack。所以是他们的责任。可是我查了associaton declaration, 没有这部分的说明。
