请教老猫大人及各位大侠

常在这潜水，知道老猫的规矩，但朋友在国内，翻墙不成功，请我在此求助，望谅。

朋友有GA州的驾照，２年前去FL州旅游时，在那吃了一张超速罚单。接着海归回国，忘记付罚单。早在2009年5月GA州的Dept of Driver Service来信，说是如果30天内不付罚单，就要suspende驾照。因朋友当时在国内，没看到此信，最近才从房客处得知。这事应该如何处理？补交罚单能挽救驾照吗？或是到别州重考一驾照？朋友是绿卡，这对将来入籍会有影响吗？
