碰到不自觉的楼上邻居特别吵应该怎么办？

住在apartment building里面，已经签了下一年的lease了。最近楼上的邻居非常吵，
非常吵，非常吵。。。。。。而且是木地板，让人难以忍受。给management office打
过N多个电话，他们的反应很是不给力，一直都是敷衍的态度，说“我们正在处理，正
在处理。。。。”但是没有任何实质性的进展。我知道纽约的法律好像是说要保护
tenant，如果楼上很吵，是要80%的面积铺地毯的。可是我应该怎样做才能让楼上，或
者management office具体实施这件事情呢？拜谢了～～～
