在美国以外的大学学习，1040如何claim tuition & fees？

如在美国大学读书，会收到大学的一张1098-T 表，在报1040时可以claim tuition & fees。 可如果是在一个外国大学学习，如何claim呀？希望哪位专家，过来人予以指教，多谢了！
