临时停车被罚款了，感觉冤枉，能complain 吗？

送朋友去机场，因时间有点紧他没时间吃午饭了，路过FLUSHING时，我LG在一家饼屋外暂时停了一下，我进饼屋去给朋友买了点吃的，前后不超过2分钟。我LG和朋友都在车上，发动机也没熄灭，是double parking。来了个警察，2话不说就给开了$115的罚单。感觉冤枉，能complain 吗？
