does joint tenancy override will in California?

Huband & Wife own house together. If H died with a will excluding w from his community share, Does W still get the entire hous under joint tenancy agreement?

How about bank accounts? It is community property but with H's name only. Does community bank account also have such joint tenancy agreement?
